Colin Powell, Mexican Ambassador in Discussions
MEXICO CITY, Mexico - In his first foreign assignment, Secretary of State Colin Powell has travelled to Mexico to negotiate a new immigration and trade treaty with Mexican President Vicente Fox, who recently won re-election. Mr. Powell expressed confidence that Mexican violations of U.S. border law would be curtailed, partly through the introduction of a guest worker program. "I will be putting the treaty to Congress soon, so that they can review it and make a decision on it," Secretary Powell stated.
