It's Jan 2009 and the legislative session has just begun.
President Bush served out his second term in office without any further terrorist attacks on U.S. soil, aside from one fateful day in 2006 where 11 U.S. cities were subjected to London-style public bombings, killing 1153 people. American troops are still embroiled in Iraq.
President Rick Warder, who ran on a moderate Republican platform, attacked President Bush for his mishandling of the war. He carried California - and with it, the Oval Office.
As the Democrats nurse their wounds following the defeat of their candidate, Donovan O'Connell, they will begin to prepare an alternative vision for America's future.
In the meanwhile, Chinese economic might continues to grow. The United States' industries are increasingly worried about competition from Asia.
The "immigrant problem" has also not abated. Mexicans continue to stream across the nation's borders seeking a better life in the land of unlimited opportunity.
The Iranians and North Koreans continue to build up their nuclear programs, the European Union's economy is still stagnating, the world is as uncertain as ever...
At least Americans can take heart that the unemployment rate hovers at around 6.2% and that inflation is low at 2.8% per year. The president will soon be proposing his 2008 budget, which will have far-reaching effects on the economy.

BACKGROUND for USGS visitors:
Capitol Hill v. 2.0 was the original 'breeding ground' for Rick Warder. He actually did run for president. Donovan O'Connell was his opponent. This is why Rick Warder is the Capitol Hill v. 3.0 president, in part as an homage to Capitol Hill v. 2.0 and also because I know the character well enough that I will be able to know exactly what kind of actions he will take, and so on. This makes the game have a more realistic feel and generally allows me to more easily put out press releases.
