ANNAN: "The People's Republic of China has vetoed the resolution before the General Assembly to authorize the use of force against Iran and Syria. The resolution is now off the agenda."

BLITZER: "The reaction to this news has been varied. The Republicans have said that the veto is not a surprise, since the Chinese have been investing heavily in Iran. The Iranians have presumably traded their oil for protection guarantees, political aid and technological transfers."

BLITZER (voice over): "Two months ago, Chinese government officials visited the town of Bandar Abbas, a Persian Gulf port, to negotiate over a $1.5 billion port expansion. Also, the Chinese oil company Sinopec has been in talks to build an oil and natural gas pipeline from the Caspian Sea to the Persian Gulf."
