In accordance with the responsabilities of the Secretary of Defense, the following request is submitted to the President and Congress for the reorganization and relocation of the Armed Services of the United States for approval.
Army
The Active Component underwent a large reorganization earlier this decade and we see no need for further adjustments at this time. Future efforts may include the formation of a Divisional HQ and assets for the four remaining independent brigades as the 2nd Cavalry Division, giving 11 full divisions, however we see no need for this at this time.
National Guard
In conjuncture with the active force organization, the National Guard has also reworked its organizations. To complete the process another Division and 2 Brigades should be formed to give 9 full divisions to support the 11 active divisions (when counting the 4 independent Brigades).
- 36th Infantry Division (transfer AR 29th Infantry (Light) Brigade to 39th Infantry Division)
- 40th Infantry Division (transfer HI 29th Infantry (Light) Brigade Brigade to 39th Infantry Division)
- Activate the 39th Infantry Division (AR: 29th Infantry (Light), 77th Combat Aviation; HI: 29th Infantry (Light) [renamed 72nd Infantry]; 1 sustainment and 1 Combat Support Bridades; activate 62rd Armored [Heavy], OK National Guard and 78th Infantry (Light), MO National Guard)
- Deactivate 1 Combat Support and 2 Sustainment Brigades
Navy
The Navy will be reorganized so that complete deployment packages are located in the same vicinity.

A major, long-term reorganization of the Air Force to streamline the force and ensure smooth modernization and standard deployment packages will result in the following (no specific relocation/reorganization data is currently available);
- 5 Combat Air Forces (3 Active, 1 Guard, and 1 Reserve, each with 5 Wings of 3 Fighter Squadrons);
- 3 Theater Transport Air Forces (1 Active, 1 Guard, and 1 Reserve, each with 5 Wings of 3 C-130 squadrons);
- 1 Global Mobility Air Force (7 [4 active, 2 Reserve, 1 Guard] Transport Wings of 3 C-17/C-5 squadrons each, 1 Tanker Wing of 3 KC-10 Tanker squadrons);
- 1 Global Strike Air Force (1 Wing with 2 B-2, 2 Wings [1 active, 1 reserve] with 2 B-1, and 3 Wings [2 Active, 1 Guard] with 2 B-52 squadrons, plus the E-4B control squadron);
- 1 Rescue Air Force (5 Wings [2 active, 1 reserve, 2 guard] with 1 HC-130 and 2 HH-60 squadrons);
