The United States Marine Corps and Department of the Navy, with the acceptance of the Secretary of Defense, have submitted the following report and request to the Administration and Congress. The requested reorganization will modernize the aviation assets and streamline the organization of forces, realign the 3rd Division, organize 1 Helicopter Group out of existing squadrons, and add 1 new Marine Regiment, 2 Tanker/Cargo squadrons, plus 1 Force Recon and 1 Combat Engineer Battalions.

Strategic Nuclear Forces remain the primary deterrent against massive attacks by sovereign nations against our homeland. The current force levels are the result of compliance with the START II Treaty, the Moscow Accords, and the retasking of certain assets to conventional missions.
The Nuclear "Triad" consists of the following: - 500 Minuteman III ICBMs (1 nuclear warhead each, capable of 3; 10 squadrons of 50 missiles each; 3 squadrons at Warren AFB, WY, 3 squadrons at Minot AFB, ND, 4 squadrons at Malmstrom AFB, MT)
- 14 Ohio-class SSBNs (24 Trident II SLBMs each, with 5 warheads each, capable of 8; 7 based at Kings Bay, GA and 7 at Bangor, WA; generally 2 are in overhaul, four at base and 8 on patrol at any one time)
- Though no longer permanent nuclear alert, all bombers (B-52, B-1, B-2) are capable of the strategic nuclear mission.
- 5,736 nuclear warheads are “active” (955 bombs, 4781 warheads), with another 4,226 in “Reserve” (1147 bombs, 3079 warheads). New warheads have not been built or tested in 17 years; not only are certain components wearing out, but by 2012 the youngest warheads will reach the end of their intended operational life. Though the Stewardship has been fairly successful in refurbishing these weapons, the production and development of some components has ceased. To maintain both the infrastructure and knowledge base, greater funds and efforts are needed. To start, we propose the development of the Robust-Nuclear Earth Penetrator (RNEP), to build up our capability and provide precision-guided variable-yield options for dealing with buried/hard target facilities when deemed appropriate by the National Command Authority.

The premier warriors of the United States reside with the Special Operations Command. They, along with Marine Force Recon, provide small teams with un-paralleled performance to operate independently, train/liaise with foreign forces, and conduct stealth reconnaissance and close quarters combat.

Missile Defense - Ground-Base Midcourse Interceptor: long-range, mid-course defense (Ft. Greely, AK: 30; Vandenberg AFB, CA: 10; future bases possible in Poland, Greenland, or elsewhere)
- Naval Aegis/SM-3 Missile Defense: short-range, mid-course defense, deployed aboard and using sensors from Ticonderoga- and Burke-class vessels. (inventory: 47 delivered)
- Patriot Advanced Capacity – 3: short-range terminal defense, deployed and integrated with the Patriot Air Defense system both for missile defense and replaces PAC-2 for air defense (inventory: 625)
- Theater/Terminal High Altitude Air Defense: medium-range interceptor with much longer range and higher altitude than PAC-3, 1 battery undergoing testing, initial battalion to have initial operating capability in 2011.
- Airborne Laser: chemical-oxide induced laser system mounted on a 747 (1 in testing, future units awaiting development of new laser technologies to eliminate or reduce chemical use)
- Mobile Tactical High Energy Laser (MTHEL): Developed from the fixed THEL testbed, this test system uses three large trailers to mount a short-range defense laser system against missiles, mortars, and artillery. The test unit is currently being shrunk to 1 trailer load, future development to a HMMWV based or solid state/hybrid laser system proposed.
