Avery grew up on Cape Cod Massachusetts, to a local but well-off family, and grew to enjoy the sea and sailing. Attending Tabor Academy he captained the sailing team and entered the Naval Academy in 1970.
After he was commissioned in 1974, he attended flight training and became an F-14 fighter pilot, quickly noted as a superb and agressive pilot. Rising steadily through the ranks Avery, call-sign "Binder", commanded a fighter squadron during Operation Desert Shield/Storm. After promotion to Captain and command of a Carrier Air Group/Wing, he retired in 1994 after twenty years of service.
With other vetrans he formed a Defense Consulting firm focused on developing the metrics for future military requirements and capabilities, accumulating both fiscal and political capital. Elected to congress in 2000, he served two terms in the house as a strong defense advocate, but was not pleased with the nature of the job.
He happily accepted the invitation to move over to the Department of Defense as Secretary of the Navy, and over the next four years also served in senior positions on an acting basis. When the new administration came to power he was suprised at the offer to take over DoD, but quickly accepted.
